Issue while uploading Chinese Characters in Payment Information Portlet.

Reproducing the Issue
When try to export the imported content in .csv format the Chinese characters get converted to Strange symbols like??????????????
Cause
Language Locale has to be changed while performing the import in different language.
Resolution
Before performing the import.Kindly change the system language with below navigation steps
Options -> Change Language -> Chinese (In this scenario).To any import language-specific files containing Date, Numbers and Picklist. As a result, the language of the UI components is changed depending on your selected language.
