Issue while hiring a user with different User ID and same National ID

There is an issue while rehiring a Contractor to a Regular Employee (via Add New Employee) but with different User ID and same National ID.

Note: National ID validation is unchecked

Please be informed that this an expected behavior of the system. If you are rehiring the same person, it is not expected to create another Person but only new employment will be created. Every time a new person is created, system checks to make sure unique nationalID is maintained.

Since the ignore match is selected, validation is considering it as a new person and doing unique validation.

This is expected behavior of the system and it will help to maintain the data integrity. Please raise an enhancement request via customer community portal.
