2505050 - BOP run does not consider fix pegging relationship in APO.

Symptom

BOP run does not consider fix pegging despite the "ATP check control" customizing setting "consider fixed pegging" is set. The BOP runs with setting "new distribution".
You would expect that the available quantity is reduced according the fix pegging and the sales order will be confirmed.

Example:
BOP run selects two sales orders SO1' and SO2'. 'SO1' has a better sorting position but without fix pegging and 'SO2' which is fix pegged against stock loses its confirmation and will be not confirmed.
