You are facing with the error of SAP note 2125387 when using SPAM/SAINT tool.
By referring to the solution part of the note, it's said that you need to contact SAP support on component BC-UPG-OCS to reset the queue and import the note afterwards.
However you cannot provide the R/3 remote connection to SAP for reseting the OCS queue for you.
