2506063 - user (<User>) has no permissions to use the web service navigator

Symptom

When accessing the WS Navigator at url http(s)://<host>:<port>/wsnavigator or from the Start Page you get error:

user (<User>) has no permissions to use the web service navigator

Note that <User> is the actual user used to access the WS Navigator. The username will vary.
