2506902 - Termination leave payments updating /TTP twice

Symptom

When terminating an employee via Termination Organizer(PC00_M13_CTO3), and paying termination leave payment wage types (processing class 21 is set to 'F'), customers noticed that termination leave payments updated /TTP twice.
The same issue can happen in public sector when using Termination and Redundancy Workbench(PC00_M13_TERM_PS).
