2507564 - cannot login WebUI in language JA with crm_ui, wui or sm_crm

Symptom

It is not possible to logon WebUI (For example, solution manager incident management) in Japanese language. The logon button is not working like below. You may found this issue after system upgrade, e.g., after upgraded to Solman 7.2. This issue is not happening when trying to log on in English.
