2508247 - Special characters in annotation are displayed as garbage in NWDS 7.5

Symptom

There is an existing custom Java program which created with NWDS 7.3x. In Java properties file, the annotations contains special characters (for example Asian Language). When you imported the SCA file into NWDS 7.5, these characters are displayed as garbage.
