2509259 - Not able to use delete radio button in the External request form

Admin is not able to use delete radio button in the form.

1. Access Learning Administration
2. Search for a User that has an External Request
3. Go to User record
4. Choose External Requests
5. Edit the request

The form was designed based on the US Govt SF-182 paper based form, which is why the Delete button is included.

This radial button cannot be used and is expected behavior.
