2511842 - Competency Behavior Description Text Is Not Formatted On Form

Symptom

The competency behavior description is formatted with rich text/HTML tokens (e.g. new line, bold, list order... using HTML tags) or text appears as multiple lines in Manage Center of Capabilities, however when viewed on a Performance Management form or 360 Reviews form the text is not formatted/shows the HTML tags.
