1. As of now if the user has view or edit permission for manage job profile content under admin roles, the user is able to edit or create new families/roles/competency;
   
   
   
   
2. The standard behavior is that if the user has view or edit permission grants the user full administrator permission for Manage Job Profile content so the user will be able to edit the Job Profile Content;
