2512558 - Held PO on ECC doesn't trigger the update of the release value in SRM

Symptom

You are using central contract management. You send a central contract to the ERP system. With reference to this central contract, you create a PO and save it on hold. The service PurchaseOrderERPContractReleaseNotification_Out is not sent out, consequently the release value of central contract in SRM is not updated.
