2512627 - Active objects displayed in SE80 as inactive objects

Inactive objects are displayed in SE80, but only active version can be found, no inactive version exists for them.

For example, when trying to display the inactive version, error message OO175 "There is no inactive version of ..." appears.

Such problems may occur during system upgrade with error "inactive sap objects have been found..." in phase REPACHK_EHPI, or when releasing transport request with error "Object ..... is active".
