2513616 - Action 'plugin' does not exist when creating target mapping for User Assistance Plugin (S/4HANA 1709)

Symptom

When setting up the target mapping for the " User Assistance Plugin " as described in the installation guide (chapter 7.4.2.2), action 'plugin' is not shown in the search help for semantic object "Shell". Seemingly, the action does not exist.
