2513678 - Problem while trying to execute operation on service restart-system-javaonly

Symptom

This is an upgrade of a dual stack system where the ABAP part is currently in MAIN_PROFEND/GETSYNC_MODPROF_STARTED and the current JAVA step is "Restart System for Java-only".

Right before the ABAP system has been stopped in STOPSAP_FINAL but the JAVA part is trying to connect to the ABAP system because the ABAP system contains the UME (Please refer to KBBA 2484279).

Here is the error message in SUM logs:

Sapcontrol client could not perform action wait for started on instance 0
Return code condition success evaluated to false for process sapcontrol for action wait for started.
