2513699 - A partial day leave request which starting date is 00:00:00 AM, stored as 00:00:01

Symptom

In ESS, when a new partial-day leave request is created starting at 00:00:00, the time is stored in the database with an additional second (00:00:01). As a result, the record is transferred to Infotype 2001 with an incorrect start time.
