2513886 - "The class has not yet been converted to the new class-local types" occurs

Symptom

When trying to create an enhancement implementation in a class, the popup "The class has not yet been converted to the new class-local types" is shown as seen below:

Such message might occur during implementation of SAP Notes using SNOTE.
