2516449 - Follow-up/ Post Evaluation survey not being assigned for substitute items

Follow-up/ Post Evaluation survey are not gettings assigned for substitute items when the completions are recorded for main and substitute items.

Follow the below steps to reproduce the issue:

1. Create 2 online item and associate follow-up evaluation survey for the the items.
2. Ensure that follow-up survey are enabled at completions status level (References > Manage Users Learning > Completion Status ).
3. Now add one of the item as substitute for other item.
4. Record learning for the main item for one of the user using Add to Learning History for Multiple Courses (found in Manage User Learning). Ensures that completions are marked for both main and substitute item.
5. Now check the learning plan of the user for whom the record learn was performed. You can see follow up survey has been assigned to user which is associated to main item and follow up survey which was associated to substitute item is not assigned.

Follow-up/ Post evaluation survey will not be assigned for substitute item completion.
