2517064 - Substitute credit not propagating between all curricula groups

After revising an item and using the previous revised item as a substitute for the newly revised item. The item does not substitute to all users that have completed the earlier item. This seems to be a a curricula level where one of the curricula did not propagate the substitute.

Potential time out issue due to the amount of differnet curriculas that the item was attached to.

Remove item from the affected curricula group and add it back in. This should trigger another propagation and resolve the issue.
