2517982 - WDA: Missing minutes row in Gantt Chart

Symptom

When Business Graphics UI element is used to display a Gantt chart, there is a rendering problem with the Time Axis.
If the Minute scale is selected in the configuration, it is not displayed. Instead, it is left blank, a row is missing.

When any other scale is selected, the axis are rendered correctly.
