After admins configure the Exam, the Publish button is grayed out.

Cause
This is due to unavailable questions within that Exam, meaning that the admin still has some work to do.
Resolution
Make sure that all questions are available within the given exam, then you will be able to publish/view it; otherwise use the 'X' to remove any unavailable questions from the exam as desired before you can publish the exam.
