2518930 - Got error 7992 when creating encryption key for different database - SAP ASE

Create an encryption key for specific database to satisfy some user request. Got error 7992 when running create encryption key command:
   
1> use master
2> go
1> create encryption key testdb..testkey for database encryption
2> go
   
Msg 7992, Level 16, State 4:
Server 'XXXX', Line 1:
The user needs to be in the master database to execute this command.
