Expected Behavior for Notifications when skipping an Approver

Resolution
The expected behavior is that if the admin user routes the workflow to the next step (skipping a step) via Manage Workflow Requests > the CC Role will get a notification.
If the CC Role is a system user - check their locale and then check Admin Center > E-mail Notification Templates and see if a template is defined for that locale - if not - define one.
If the CC Role is an external user - check their locale and then check Admin Center > E-mail Notification Templates and download the template and ensure that a "default" subject and body are defined.
If the Notification Template does not have a default template (where end point is external) then the email will not be sent.
If the Notification Template does not have a default template or a translation in the end user's locale - then a notification will not be sent
In the Workflows handbook Available E-mail Templates for Employee Central Workflows | SAP Help Portal, for the "Workflow Action Pending Notification" it states -:
"Sends email notification to current approvers at every step approval (but not on the final step) and initiation of the workflow."
So, if you have a workflow with only 2 steps, and on the last step you change the approver - according to the handbook statement above, a notification will not be sent.
Please note: As of the current system design we don't have option to disable the notification
