2520193 - Why is request not routing to delegated approver upon submission?

Symptom

An approver has been setup as delegate in the Admin delegation screen but after the request was submitted, the audit log does not appear routed to the delegated approver.

For mitigating control:  delegate receives workflow but error upon opening it is "Work item is not in the users work inbox"
