Symptom
In a Program, item is incomplete even though the Program has the setting "Users must complete previous sections before starting next section" checked.

Reproducing the Issue
The Program was created, had its sections created and the setting "Users must complete previous sections before starting next section" was checked.
The Learning admin checks the development of the user within the Program and there is an item skipped, incomplete.
Cause
It happened because after the Program is assigned to the user, a new item was added to the Program and propagated. With this action, the new item becomes available for the user independently of its progress.
For example, in a Program with two sections:
- Program was assigned to the user >
- User completes section one and moves to the second:
- A new item is added in the section one of the Program and this change is propagated within the users that have the Program assigned >
- The new item becomes available in the section one, when the user is in the second two. It gives the impression that the item was skipped by the user.
Resolution
This is an expected behavior of the system.
