Symptom
To implement new National ID format for Colombia
Colombia National ID supports 6 to 10 digits. Prior to 1708 different National ID formats were configured to store National ID based on number of digits
For example: CitizenshipCardID 6, CitizenshipCardID 8, CitizenshipCardID 10 etc.
Post 1708 release, just 1 format can be used to validate all combinations and variations of the 6 to 10 digit National ID's.

Step 3: Add new national id configuration.
Navigate to Admin Center ----> Manage Business Configuration ----> Select National ID Card drop down from the left panel ----> Choose nationalIdCard_COL ----> Add below configuration
Regular expression: [\d]{6,10},now system will accept 6 to 10 digits in a single format
Step 4: Re-import the Colombian National IDs for existing user's.
