Pre-processing phase shadow system in not starting - START_SHDI_PREPUT phase of upgrade where SUM is trying to start shadow instance

SAP HA Trace: ERROR: AquireCRGForSID: No CRG for PEC_2
SAP HA Trace: ERROR: SAP_HA_FindSAPInstance: No CRG for SAP System PEC_2
SAP HA Trace: INFO: SAP_HA_FindSAPInstance for PEC_2 returns: SAP_HA_NOT_CLUSTERED [sapos4ha.cpp:4693]

This is misleading as it is not an HA error.
