2520996 - Users are unable to Assign Course from Curriculum Requirement

Users open a curriculum with requirement content from their Learning Plan: 




They are unable to choose or assign courses that are inside of a requirement or requirement pool:

The "Add to Learning Plan", "Start Course" or "Assign to me" buttons are not visible:

When other users try to select items from the requirement pool they are able to do so without issue:
