2521292 - Custom theme displays without css for RTL language

Symptom

  • Custom theme created in UI Theme designer is rendered without css when a Right-to-left language like Hebrew, Arabic etc. is used
  • In the HTTPwatch trace or network traces of the browser, 404 error is seen for RTL.css files
