2521443 - ICM_HTTP_CONNECTION_BROKEN when calling SOAP Runtime

Symptom

You are trying to set up the cloud platform and are getting the following errors:

SRT Framework exception: Service Ping ERROR; Error when calling SOAP Runtime functions: SRT: Processing error in Internet Communication Framework: ("connection to partner broken").

Also, in SRT_UTIL menu of the message that is in error, you can see the error: "Connection to server broken (ICM_HTTP_CONNECTION_BROKEN)".
