2523050 - [Online Report Designer] Target Population is not respected in reporting for As of Date information

Reports created for As of Date information from Employee central in either Adhoc or the Online Report Designer show users in a report from a past date which did not match the target population settings at the selected time. This could be also the other way around that a report should not users who relocated and you would expect them to show in a report for a date previous to the move, but they do not show.

Example:

• The Report "Employee Details" contains information on all Employees
• A manager is running the report for a date 6 months in the past
• Managers are allowed to see employees from the same country
• He finds a user in the report that is listed to be in a different country
• Checking the Profile of the user, he finds that currently the employee is in the same country

Logic behind this:

The employee moved 3 months ago. So the report captured him because as per RBP, this user is in scope. The country field shows correctly that he was in a different country at the selected "as of date" date and time.

This is due to Role based Permissions are current and not "As of Date". There is no record about how the Target Population for a role was setup in the past.
