2523307 - Slowtransmit times Agentry and SMP 3.0 when using a SQL backend

• No Agentry Error 14 when this slow transmit is occuring
• Delay is up to 30 seconds to a minute for each transaction
• The Agentry Editor design system connection is SQL for this application
• SAP SMP 3.0 Agentry client transmit is slow after a SQL database commit 
• The delay can occur with small data or large data so it is not data size dependent
• Overall sync time causes 30 - 60 minutes delay after multiple database transactions
• Logs shows the following:
• Log 1: User * is busy. Skipping keep alive message. Retry attempt in 1 second.
