2524686 - Error : "Universe generation failed for resource id.." when creating or refreshing a BICS-based webi report after BW upgrade

• Refreshing or creating a WebI report based on BICS from BI Launch pad gives the error "Universe generation failed for resource id".
• This error occurs with HTML and Applet mode.
• There is no issue from Webi Rich Client
• The option "Bex" is not displayed in Data source list when create new Webi document in HTML mode
