2525676 - During migration SWPM reports ORA-01017

Symptom

SWPM fails with error ORA-1017. An analysis shows that the direct cause is a failing brconnect call:

"/usr/sap/<SID>/SYS/exe/uc/rs6000_64/brconnect -u / -c -f crsyn -o SAPR3" finished with return code 3. Output:
BR0801I BRCONNECT 7.40 (30)
BR0280I BRCONNECT time stamp: 2017-08-10 13.56.34
BR0301E SQL error -1017 at location db_connect-2, SQL statement:
'CONNECT /
'ORA-01017: invalid username/password; logon denied
BR0310E Connect to database instance <SID> failed
