• Post b1708 release why users are unable to access Ad Hoc Report when they have Create and Run Ad Hoc Report Permission but no Report Center permission
• Users cannot have access to Ad Hoc Report, ORD reports even though they have create and run report permission.

• Report Center
• Ad Hoc Report Builder
• Online Report Designer

Behavior before b1708 release:

• Report Center is enabled in the instance.
• UserA has Create, Run Ad hoc Report permission and report center permission > UserA can access Ad hoc reports navigating Home > Analytics > Reporting > Ad Hoc Report.
• UserB has Create and Run Ad Hoc Reports permission but does not have permission to Report Center > UserB can access Ad hoc reports navigating Home > Analytics > Reporting > Ad Hoc Report.

Behavior post b1708 release:

• Report Center is enabled in the instance.
• UserA has Create, Run Ad hoc Reports permission and report center permission > UserA can access Ad hoc reports via Report center
• UserB has Create and Run Ad Hoc Reports permission but does not have permission to Report Center > UserB cannot access Ad Hoc Reports
• Post b1708 release user must have report center permission then only user would be able to access all reporting.

This is as per product design b1708 release.
