2525925 - "State of STR and EXT file streams is inconsistent" during PackageSplitter execution

During export SWPM stops in:

sapinst_dev.log:

"Program 'Package Splitter' exits with error code 103"

str_splitter.log

"For table '<object>' from EXT file the corresponding table record not found in STR file."

"State of STR and EXT file streams is inconsistent."

Example:

File '/UPGRADE/CATEXPSP12/ABAP/DATA/SAPAPPL0.EXT' was renamed to 'SAPAPPL0.EXT.old'.
