2526561 - Message No. LR244 in CAT2

Symptom

In transaction CAT2, when you try to charge to a network activity which does not have an assigned work center, you expect to receive an error message;

"Enter a work center and a plant

 Message No. LR244"

However, sometimes the system is not throwing this error.
