2527808 - Take Rule behavior on Payout requests

Symptom

You have created a rule to raise a message for Payouts, however, upon configuring a Take Rule in the Time Type, the message is not displayed and, alternatively, creating a rule with scenario 'Time Account Payout Validation' in the Payout Profile also doesn't trigger the rule.
