2527991 - Error 10364 permission denied raised by threshold procedure - ASE

Symptom

When a threshold is reached the procedure fails to truncate the transaction log and reports an error:

server  Error: 10364, Severity: 14, State: 4
server  Permission denied. You must either be the database/object owner or possess any of the following roles in order to perform this operation: 'sa_role, oper_role'.
server  background task message: CRITICAL: Threshold last chance  (xx%) on database <database_name>, segment logsegment has failed to truncate the transaction log. Check related errors in errorlog and backuplog
server  Threshold procedure '<threshold_procedure>' returned an error indication (@status=-4) when called for database '<database_name>', segment 'logsegment', free_space xxxx.
