2528840 - JAVA Stack startup issue : Could not load class com.sybase.jdbc4.jdbc.SybDriver - SAP ASE for BS

Java stack fails to startup during Bootstrap phase:

• Error occurred while scanning DB.

com.sap.engine.frame.core.configuration.ConfigurationException: Error while connecting to DB.
Could not load class com.sybase.jdbc4.jdbc.SybDriver with class loader com.sap.engine.offline.FileClassLoader

Or

• com.sap.engine.bootstrap.SynchronizationException: Storage access initialization failed due to OpenSQL error.Check if your db driver file is available on the file system or if the user has correct permissions for that file

Caused by: java.lang.ClassNotFoundException: com.sybase.jdbc4.jdbc.SybDriver

Or 

• JAVA stack do not start after SolMan 7.1 Upgrade to 7.2 (DMO) . Getting the below error during bootstrap :

Exception occurred for component [internal/unkown] of type [unkown]
com.sap.engine.bootstrap.SynchronizationException: Storage access initialization failed due to OpenSQL error.Check if your db driver file is available on the file system or if the user has correct permissions for that file
