2529127 - Connection between Diagnostics Agents and SAP Host Agent shows Remote access not permitted

Symptom

During the Managed System Configuration, in step Assign Diagnostics Agents, the 'Check All Host Agent' button shows the following error:

com.sap.smd.agent.plugin.connectors.webservice.WebServiceInvocationException: Webservice invocation error during the trusted connection configuration occured on Binding Provider JAX-WS RI 2.1.6 in JDK 6: Stub for http://<hostname>:1128/SAPHostControl.cgi

In the Diagnostics Agent logs the following error is shown:

Error [SAPCIMProviderPortTypeHandler.getCapabilites] Web Service execution failed
[EXCEPTION] com.sap.smd.agent.plugin.connectors.webservice.WebServiceInvocationException: Webservice invocation error during the trusted connection configuration occured on Binding Provider JAX-WS RI 2.1.6 in JDK 6: Stub for http://<hostname>:1128/SAPHostControl.cgi
Caused by: com.sap.smdagent.plugins.connectors.webservice.SAPHostAgentAuthenticationException: Cannot establish connection to SAP Host agent webservice. (Remote access not permitted)
