You use SAP Solution Manager Incident Management. You are creating/maintaining a HTML mail form in CRM Web UI -> Service Operations -> Create Mail Form.
You cannot use attachments, images in the new text editor TinyMCE due to inactive ICF service.
SICF service /default_host/sap/bc/bsp/sap/bsp_crm_rtemce Base BTF application for TinyMCE is not activated in the Solman_Setup activity "Activate ICF Services".
