2530201 - In NR24 no validation of institution when creating week program

Symptom

When creating a week program in transaction NR25 or changing it in transaction NR24 there is no validation of the institution.
A user with authority rights for institution 0001 only, is able to also change a week program of a planning object of institution 0002.
