2531898 - CJ20N: unable to change WBS element once project is released

Symptom

In transaction CJ20N, the project definition (PRPS-POSID) and WBS element (PRPS-PSPID) fields become grayed out after setting the System Status to released (REL). Therefore, you are unable to rename or change these fields.
