2533024 - RFQ creation possible for vendor with invalid quality info record

Symptom

It is possible to create an RFQ in ME41 and then a quotation in ME47 for a supplier/material combination for which no valid quality info record exist. The system does not raise an error message (e.g. 06 889) to prevent this.
