2534026 - Firefighter Workitems - User ID is not converted to Full Name

Symptom

Normally the user ids are converted to the full name of the user in FireFighter Log Work Items. However, for a few users it is displaying their user ids in "Request Number/Key" field, instead of their first and last name.
