2534362 - SUM reports in the phase log: 'SUBST_CHECK_BATCHJOB' for JOBNAME='*' JOBCOUNT='*' returns 'S'.

Symptom

While running system update/upgrade using the Software Update Manager (SUM) a phase named JOB_* is not moving forward.
After checking the phase logfile you can find similar entries logged repeatedly:

2 ETQ399 2017...: 'SUBST_CHECK_BATCHJOB' for JOBNAME='RSINDSTP' JOBCOUNT='07205200' returns 'S'.
2 ETQ399 2017...: 'SUBST_CHECK_BATCHJOB' for JOBNAME='RSINDSTP' JOBCOUNT='07205200' returns 'S'.

(job name and jobcount can differ)

If you check the job with jobname in SM37 it is in Released Status and is not active.
