2535358 - Deployment of EP skipped due to missing configuration

1. A Portal Content Transport Package was created on a portal system;
2. The Transport Method chosen in portal was CTS;
3. Transport seems to occur without errors but content does not show on target system;

4. By checking STMS logs for the affected transport request, an error message with the following content can be seen:
