2536008 - QUEUE_FILE_NOT_FOUND in MAIN_INIT/REPACHK_EHPI phase during upgrade

Symptom

During upgrade using the Software Update Manager, the tool stops in phase MAIN_INIT/REPACHK_EHPI with the following error:
