2536036 - Configtool is not accepting JVM parameters

Symptom

In Config tool you are getting the following error when trying to make a change to any parameter.

ConfigTool.log:

com.sap.ASJ.cft.000065#BC-JAS-ADM-ADM-CFT#sap.com~tc~je~configtool#configtool########Thread[]#Plain##
JVM validation fails.
com.sap.engine.lib.config.api.exceptions.ClusterConfigurationException: Cannot validate jvm parameters - java process cannot start; Exit code: [1]; output of the process

OR

ConfigTool.log:

Error: Exception thrown by the agent : java.rmi.server.ExportException: Port already in use: 51111; nested exception is:
java.net.BindException: Bind failed (port 51111 to address)
